Assessment state of an installation

In case of a project, the state of the installation determines the start of the execution phase. Assessing the current state, or 0-measurement, is part the front-end loading (FEL) phase of the project.

Depending on the agreed scope the current state is determined per discipline, including their rejection criteria.

In the event the extent of the scope cannot be determined directly, one usually starts with the design and implementation of a program. The activities are performed equal to a project, but the emphasis is on the continuous execution sequence of the various activities that follow.

Throughout the program, activities are performed in parallel. Scope of a program is to be agreed upon in advance and conducted according to evident needs.
In most cases, performing inspections with associated reports is sufficient , the next step the appropriate priority will be determined.

There are several criteria per discipline to determine the appropriate priority, for instance safety loops have a higher priority than local loops. Pipes and tanks containing toxic-, carcinogen- and other hazardous substances, have a higher priority than, for example water and air systems. Primarily steel will have a higher priority than secondary steel.

Taking into account the above criteria, the inspections and their results are translated into a risk numbers. By using this method priorities can be linked to budgets in order to give priority to the highest risk.
